All the signs point to concern over cluttering

CONCERNS have been raised signs at a car park are detracting from the traditional historic presence of the district council house.

Coun John Raine questioned why there were 31 signs alone in the car park at the Avenue Road venue and asked why a planning application was not needed to install so many.

He also said the lamps in the area gave out a ‘harsh’ light which were also detrimental to the historical nature.

Coun Raine said the council should have commissioned Transition Malvern Hills to install their electric lamps which use less energy and provided a light which complemented the surroundings.




“Our council house is surely among the top ten of Malvern’s most treasured architectural gems,” he said.

“While recognising the need for some signage in the car-park for communication and regulatory reasons, these thirty one signs feels like a lapse in our usual high standards of stewardship of a historic building and its environs.”


Council leader David Hughes, said planning advice was sought but not needed before new signs were installed at the council house to aid visitors after the council chamber was renamed.

He said this reflected the venue’s increase in use for weddings and civil partnership.

Coun Hughes added several people had complained it was unclear the car park was a pay and display and said hopefully as visitors became familiar with the arrangements the number of signs could be reduced.

“Additional signs were necessary to ensure legally compliant and effective operation of the car park when it became regulated as a public off-street parking place.”

However the leader said he was at odds with the criticism of the car park lights and argued they were necessary for the safety of the public.

Coun Hughes added he was pleased the lamps were ‘not trying to be something they are not’ and said the level of light emitted was the minimum required in the area.
