Worcestershire health trust boss named as one of the best in the country

THE chief executive of Worcestershire Health and Care NHS Trust has been named one of the top NHS leaders in the country.

Sarah Dugan was named in the Health Service Journal’s (HSJ’s) top 50 top Chief Executives working in the NHS.

The list is based on the personal example set by the chief executive, the performance of their Trust and the contribution they have made to the wider health and care system.

Judges included leaders from the Royal College of Nursing, NHS England and Unison.




The Health and Care Trust is the main provider of mental health, community nursing and therapy services in Worcestershire and has been led by Sarah since it was formed in 2011.

Rated ‘Good’ by the CQC, The Trust also runs the county’s Community Hospitals and Recovery Units, and provides a range of services for children and adults in the community, in people’s own homes, in schools, community centres and care homes.


In addition over the last couple of years the Trust has been named one of only a handful of ‘Global Digital Exemplars’ by NHS England which will allow the Trust to transform the way digital and technology support patient care. The Trust has met all its financial targets since it was formed – achieving a surplus year on year – and has seen many of its services recognised for regional and national awards, including being named one of the country’s best employers of apprentices earlier this year.

Ms Dugan has also taken the chief executive lead role for the Herefordshire and Worcestershire Sustainability and Transformation Partnership which is the longer-term plan to provide safe, effective and sustainable care in the two counties.

Chris Burdon, chairman at Worcestershire Health and Care NHS Trust, said: “Being named as one of the NHS’s top chief executives is a well-deserved personal recognition for Sarah reflecting her major contribution to the NHS both within our Trust and across the wider health and social care economy.

“She would, however, be the first to acknowledge that this is really a tribute to the Trust overall and the very many skilled and dedicated staff who, every day, under her leadership provide outstanding care.”
