Husband's cancer battle led to civic interest mix-up from Malvern Hills District Council's deputy leader Coun Melanie Baker

THE DEPUTY leader of Malvern Hills District Council has admitted breaking the rules after failing to remove her directorship of a liquidated company from a list of councillors’ interests.

Coun Melanie Baker said she forgot to update her register of interests – a document which lists members’ financial interests away from the council chamber – due to her husband’s long-running battle with cancer.

The Observer has seen documents which reveal that her company Tulip (TMB) was placed in liquidation in February.

However, on her register of interest signed in May 2015, Coun Baker was still listed as a director of Tulip (TMB) with no mention of her new company Melton Support Services Ltd which formed in October last year.




Under the Localism Act 2011, councillors have 28 days to update their entry in the register from the moment they become aware of a new financial interest which could influence their decision-making.

In response, Coun Baker admitted the error, but said it was not intentional and was due to her supporting her husband Tony and tackling the problems facing Tulip (TMB).


“My husband has tirelessly battled cancer for some years now,” she said.

“After receiving the all-clear in early 2016 we had hoped this would be the beginning of a better future

“However, in June 2016 we received a terrible blow when his cancer returned, this time in his face.

“The prognosis wasn’t good and we were advised that he would have to undergo further extensive surgery which may not be successful.

“Like many people in our situation faced with the possible death of a loved one, you must reassess your life and priorities.”

Without her husband by her side, Coun Baker admitted Tulip’s business model was unsustainable and decided to place the company into liquidation.

“It was imperative to both of us that the livelihoods of the staff who worked for Tulip were protected” she added.

“Melton took over the employment of all staff including liabilities thus ensuring their jobs and pay were secure.

“With everything else that was happening I did forget to update my declaration of interest.

“I have always been open with the council’s senior officers about my personal and business positions.

“This rare omission has now been rectified.”

A council spokesman confirmed her entry was now up to date saying: “We have reminded members they are responsible for updating their interests.”
